This article investigates the roles of European consuls in theOttoman port city of Jeddahwhich served as an important centre for trade and as the main entry point for pilgrims en route for Mecca during the nineteenth and early twentieth centuries. The article argues that the relative power and local influence of European consuls, found elsewhere in the struggling Ottoman Empire in reflection of the international balance of power, could not be easily established in Jeddah.
